Carmelo Cruz Reyes

Carmelo Cruz Reyes, MPH, served as a member of the HEI Board of Directors from 2015-2016. He also acted as Chair of the HEI Membership Committee, with responsibilities for member recruitment and relations (November 2014 to May 2016) and served on the HEI 2016 Summit Organizing Committee.

Carmelo is a Manager of Provider Network Operations at EmblemHealth, where he leads the engagement of Federally Qualified Health Centers in the areas of fee-for-service and value-based contracting, Medicaid Managed Care carve-out for School Based Health Centers initiatives, and quality incentive/risk adjustment programming. Carmelo also maintains a consultancy providing strategic development, capacity building and executive leadership services to La Nueva Esperanza, a Brooklyn-based nonprofit organization working to support individuals affected by the twin epidemics of substance use/abuse and HIV/AIDS in achieving optimal physical, mental and emotional health.

Previously, Carmelo led national network strategy and development efforts at Healthify, a New York City-based healthcare technology company focused on connecting healthcare and community-based organizations to address the social determinants of health needs of vulnerable and disenfranchised populations throughout the United States. He also worked as a Senior Contract Manager at Contracting and Management Services, a division of Public Health Solutions, where he closely partnered with the New York City Department of Health and Mental Hygiene (NYCDOHMH) to manage a portfolio of federally-funded HIV/AIDS care and prevention contracts. From 2012 – 2014 Carmelo worked as the Principal Investigator for a cross-sectional research study fielded in Chiang Mai, Thailand that aimed to evaluate HIV infection risk factors among Burmese ethnic migrant (Shan) male sex workers. The findings of this study were shared with key public health and community-based organization leaders in Thailand in an effort to inform best practices specific to the implementation of HIV prevention programs targeting Shan male sex workers in Chiang Mai, Thailand.

​Currently, Carmelo serves as a member of the Board of Directors of the Ryan Chelsea Clinton Community Health Center (RCC), holding leadership positions including Treasurer of the Board of Directors and Chair of the Finance Committee. He also serves as a member of the HIV Health and Human Services Planning Council of New York, appointed by NYC Mayor Bill de Blasio in 2018. Carmelo earned a Bachelor of Science in Foreign Service from the Edmund Walsh School of Foreign Service at Georgetown University and an MPH in Health Policy and Management from the CUNY School of Public Health at Hunter College.
